Lockout/ Tagout - Control Of Hazardous Energy

Lockout/Tagout (LOTO) refers to specific practices and procedures to safeguard employees from the unexpected energization or startup of machinery and equipment, or the release of hazardous energy during service or maintenance activities.

As outlined under the OSHA Standard 29 CFR 1910.147, employers are required to examine machinery and equipment to determine what energy source needs to be controlled (lockout / tagout) and to develop an energy control program consisting of written

  • Energy control procedures,
  • Periodic inspection, and
  • Training

The Department of Environmental Health and Safety (EH&S) is currently developing a comprehensive Standard Operating Procedure (SOP) to assist departments with complying with 29 CFR 1910.147 and the National Fire Protection Association (NFPA) standard 70E which requires the control of hazardous energy sources.

The Following Services Are Available From EH&S:

  • Technical assistance to determine if equipment needs to be included in the Institute's Control of Hazardous Energy program.
  • Field audits of lockout/tagout methods and procedures,
  • Assistance with the Local implementation of the Institute’s Control of Hazardous Energy Program.

Activities Not Covered By The Standard

  • Minor tool changes and adjustments, and other minor servicing activities that take place during normal operating production operations which are routine, repetitive, and integral to the use of that production equipment, as long as workers are effectively protected by alternative measures
  • Work on cord and plug connected equipment if the equipment is unplugged from the energy source and the authorized employee has exclusive control of the plug.
  • Hot tap operations that involve transmission and distribution systems for gas, steam, water, or petroleum products on pressurized pipelines if continuity of service is essential, shutdown of the system is impractical, documented procedures are followed, and employees are effectively protected by special equipment.
